With reference to your cypher telegram of the 19th
December the answer is yes, but you should in practice enforce
in Hongkong the prohibition of export only in cases of goods
which are landed for transshipment and goods which are shown by the bill of lading to be consigned to Hongkong or to Hongkong or other port or ports.
It is always open to you in any particular case to
apply for authority to waive the prohibition.
You should allow copper for the Societa Metallurgica Italiana Genoa to proceed, reporting in due course the name of the steamship which takes it and the quantity of copper also
the date of sailing.
As regarda rubber, vide your telegram of the 24th
December, you should adhere to the decision communicated in my
telegram of the 18th December but you will readily grant trans-
shipment facilities at Hongkong of course for any rubber on the
way to the United States in respect of the disposal of which satisfactory guarantees have been given to His Majesty's
Government.
